As it's only 1/2" thick, I recommend placing on top of concrete pavers, but not required.
The paint used in the engraved areas is a weatherproof, outdoor grade paint, but will still require touch ups over time if left outdoors just as your house paint does. The material itself is resistant to the elements and should not fade with exposure to the sun.
